The UN Security Council failed on Friday, 30 October, to agree on renewing the mandate of the United Nations Mission for the Referendum in Western Sahara (MINURSO), which expires today. Russia vetoed a US-sponsored resolution that would have renewed the mission while making Morocco's autonomy proposal the basis for negotiations and reducing its military presence. A competing Russian resolution proposing a straightforward one-year extension also failed to secure the nine votes required for adoption. Unless a last-minute agreement is reached, the mission will lose its current Security Council mandate.
Western Sahara remains one of Africa's longest-running decolonization disputes. The territory was formerly a Spanish colony until Spain withdrew in 1975. Morocco subsequently took control of most of it, while the Polisario Front, supported by Algeria, has continued to demand independence and self-determination for the Sahrawi people. The 1991 ceasefire established MINURSO to facilitate a referendum on the territory's future, but disagreements over voter eligibility prevented the vote from taking place. The mission currently has 155 military personnel. Morocco has welcomed the failure to renew its mandate and called for its personnel and equipment to leave.
This is a major development for African decolonization. The dispute concerns whether a people whose territory remains contested can exercise the internationally recognised right to determine their political future, or whether negotiations will increasingly be conducted around an arrangement that preserves Moroccan sovereignty. The failure to renew MINURSO also threatens the monitoring and de-escalation mechanisms that have helped contain hostilities. The central issue is whether the international system will continue to recognise Sahrawi self-determination as the basis of a settlement or allow the referendum process to disappear without ever being fulfilled.
