Pan-African Parliament Opens Seventh Legislature

South African President Cyril Ramaphosa addressed the opening of the First Ordinary Session of the Seventh Legislature of the Pan-African Parliament on July 27 in Midrand, South Africa. Parliament President Boutbig told delegates the new legislature would be guided by "Reform, Effectiveness, Partnership, and Delivery," marking a shift from an advisory body toward one focused on implementation. The session convened under the African Union's 2026 theme on sustainable water and sanitation.
Boutbig said the Parliament would remain a forum for dialogue and a partner to the African Union in preventing and resolving conflicts by peaceful means. He tied the water and sanitation theme directly to legislative priorities, calling for responsible management of the resource across member states. The Seventh Legislature follows a session in which reform of the Parliament's own advisory limitations was a recurring theme among delegates.
The Pan-African Parliament, based in Midrand, has operated as an organ of the African Union since 2004. Its next several sessions are expected to test whether the shift toward "delivery" produces measurable outcomes for the member states it represents.
