The African Development Bank is holding its Africa Policy Forum on Natural Capital in Addis Ababa from October 6–8, bringing governments and development institutions together around the use of natural-capital accounting in public finance, investment and economic planning. The forum is explicitly focused on moving natural-resource accounting from measurement into policy decisions.

The initiative treats forests, land, water, minerals and other natural assets as part of national economic wealth rather than treating them solely as commodities or environmental concerns. The forum is also examining how natural-capital information can affect legislation, budgeting, development finance and private investment, with technology and AI included among the cross-cutting issues.

For African economic sovereignty, the important issue is whether accounting systems can change what governments actually do with natural wealth. Better measurement could strengthen the state's ability to incorporate ecological assets into national planning and negotiate investment; it could also expose the difference between extracting resources and building durable domestic wealth from them.
